The accuracy drop doesn’t affect all of its moves, only the physical moves

Give him Contrary.
Not even much of a reach: attempting to apply a -1 head debuff to a hydra will result in it gaining a +1 head buff.
You could even save it for the Steel/Dragon Mega, since Mecha Ghidorah fought for the sake of humanity which is contrary to every other version of Ghidorah ever.
