I genuinely have no problem with gym leaders having one or two Pokémon outside of their type expertise if it fits their general theme or strategy.

Ex: Sabrina's Venomoth knew psychic type moves, Giovanni had a Persian in Yellow, Clair got a Gyarados for more variety.

A water type gym leader can have something like Heliolisk to take advantage of the rain and use thunder. Same way with an ice type specialist using clefable to take advantage of magic guard in hail.

At least in the original continity when Steel/Dark we’re newly discovered types, it seemed some Rock specialists became Steel. Jasmine was one.

nah jokes aside obviously steven is better than Wallace and kyogre is OP, I just think it's pretty funny how it's /so/ good against him. Like, of course legendaries are strong, but I don't remember Dialga, Lugia, or even Solgaleo having the same effect.
