TMs were one-use back then so it was okay so give the good ones out early, only one pokemon would get any benefit from it.
Gen 5 and onwards they had to compensate for the fact that they were infinite use by making the good ones harder to get.
The very obvious solution is to include both one-use and infinite-use TMs, but that's not happening any time soon...

Between Sceptile's Leaf Blade, the Bullet Seed TM you get before the first gym, and Magical Leaf, Giga Drain is basically obsolete. There's even cases like Cacturne where Needle Arm is better. Even as a coverage move, it's mediocre at best.

Or what they actually did and fix level up move pools. Even compared to gen 3, Pokemon learn way more naturally now.
