Rain Dish makes it a nice wall on rain teams, otherwise you can pick Effect Spore. Can also replace Leech Seed with Strength Sap to better check physical attackers.

If you don't need a substitute I guess you could put Moonlight/Synthesis, another status like Thunder Wave/Toxic, or maybe Giga Drain?

Probably either a +40 to Atk or +40 to Spd, dividing that type of BST boost up wouldn't help it at all. I'd say give it +40 to spd to make it harder to revenge kill and enable using scarf or even specs.
Give it physical coverage moves for fuck's sake. Z-Crystal Bounce as its best coverage option is pathetic. Zen Headbutt is also laughable. Give it Body Slam, Stone Edge, anything.
Nothing with Dragon Dance and STAB EQ should be so laughably bad.

60 speed is still relatively slow for a weather sweeper. Plus hail isn’t exactly the best weather in the game

That's it. It's a butterfly fish, and they've already filled its movepool with references to this; Quiver Dance wouldn't be out of place. 89 Sp. Atk is enough that it can start hitting pretty hard after a boost, without going overboard. I kinda wanted to replace Water Veil with Prankster, but felt that would be too much.

Unfezant's Attack was never (directly) the problem; it was that it learns fuck all for physical moves, with its earliest even by level up being Facade at 55. All GameFreak had to do was swap its Attack and Sp. Atk. This solves a few things: First, it allows Unfezant to make use of its marginally better special options - namely Heat Wave and Hidden Power. Second, it makes Unfezant stand out from every regional bird before and after as the only non-Mega special attacker. Third, it solves the issue of its terrible level up learnset without actually changing it. Obviously you'd have to switch the Attack and Sp. Atk stats of Tranquill and Pidove as well, but that's neither here nor there.

For counterparts sake I decided to do Dustox. This one gets a +40 BST because Game Freak decided to buff Beautifly but not Dustox for some reason. Since Dustox is the bulky one of the two buffing that is obvious. Now it could function better as a special wall, or you can try to do a bulky quiver dance set.

The idea is pretty basic. Improve its bulk so it can be a better bulky attacker/trick room setter. I doubt this would get it above RU but it can pull it’s weight better in singles and doubles

with power creep, mediocre RU Pokemon like Honchkrow and Yanmega might drop to NU too next gen

Problem with a lot of these (especially the Untiered shitmons) is the stat distribution, most of them have BSTs solidly above 500. If GF's willing to no longer reserve decreasing stats for Megas and will do it for base form Pokemon, it can greatly alleviate their issues. Many of them (Dusknoir, Electivire, etc.) also need stronger STAB too, or better abilities.

there's still gliscor, magnezone and mamoswine in OU currently
froslass, rosesrade, togekiss, weavile, gallade, dusknoir, honchkrow, yanmega, porygon-z and electivire are all OU in gen 4 meta
mismagius, rhyperior, tangrowth and ambipom are UU
magmortar, lickilicky and probopass were trash for competitive since gen 4 so that's that

too bad their stats have not been taken into consideration with most of the newer gen mons

This Pokemon evolves at Level 24 like Parasect, and they are both counterparts. Giving something you can get early on a 450 BST is a bit too overpowered.
