Cosmog. Can't do anything but learn Teleport and Splash, two moves that have absolutely no effect in actual battle. It evolves into Solgaleo or Lunala after a lot of training (and another stage, which is barely even better), but it has no offensive prowess whatsoever. Even Unown is better.

Dunsparce is actually really powerful in the early part of GSC/HGSS. It gets good damage off its Normal stab, can use Glare, and has rollout. It only slows down around Morty.
