I've literally autistically spent hours working on a comparison of all the different blastoise proportions before, I can't find the file right now but in summary, there's 3 main "types"
>A:The version you see on blue's cover art, the gen 2 and 3 sprite. rounded cannon ports, larger limbs with bigger hangs, larger lower jaw that gives it a bulldog look, fangs
>B:Version you see in some early gen 1 and 2 art, stadium models, etc..Has stubbier limbs and a slimmer lower jaw with no fangs. Some versions have rounded ports, others, like the stadium models, have angular ones
>C:Version seen in gen 4/5 sprites, the figure you posted, the generations anime series, etc. Has longer limbs like the A version, but with B's slimmer lower law and typically angular ports
>DThe version seen in the FRLG, XY model; Has shorter, stubbier limbs as in B, with a wider, fatter torso, and relatively smaller head entirely, rather then just slimmer lower jaw; and smaller claws
Generally speaking, most anime and merch appearances are somewhere along a spectrum of type B, C and D, with the exact limb length and fatness varying, but usually more towards D then C
