I was gonna suggest giving it laser focus but I just discovered it gets it through move tutor. In fact I'm surprised at how many mons learn it now.

Here's how I'd think of buffing Houndoom

BST: 500 -> 525
HP: 75
Attack:90 -> 115 (+ 25)
Defense:50
Sp. Atk:110 -> 115 (+5)
Sp. Def:80 -> 70 (-10)
Speed:95 -> 100 (+5)

I would want it to be able to try being a mixed attacker or have the option of going physical or special with some speed.

Abilities:
Unnerve or Early Bird -> Strong Jaw & learns all the fang moves (Ice/Psychic/Poison Fang)

And for Mega Houndoom (old mega -> new mega)
BST:625
HP:75
Attack:115 -> 140 (+25) (90 -> 140)
Defense:50 -> 75 (+25) (90 -> 75)
Sp. Atk:115 -> 140 (+25) (140 -> 140)
Sp. Def:70 -> 95 (+25) (90 -> 95)
Speed:100 (115 -> 100)

Solar Power -> Chlorophyll (or if you want to really push him, he could get drought but that be a bit too much).

The stats reflect Houndoom becoming a dark/fire lucario minus adaptability (I realized how close I mirrored the stats on Lucario)

The issue would be that Solar Power actually only boosts special attack during sunlight, while speed boosts both options.

Here's my hat to my Unova starter (My first game was Black 2)

Samurott:
BST: 528 -> 540
HP: 90 -> 100 (+10)
Attack:100 -> 125 (+25)
Defense:85 - > 100 (+15)
Sp. Atk:108 -> 70 (-38)
Sp. Def: 70 -> 100 (+30)
Speed:70 -> 40 (-30)

I'm fine with crit immunity (Shell Armor), but looking at his move-pool made me feel distraught, for despite his alright Sp.Atk he has the opposite of coverage, he gets air slash, and ice beam with hidden power as coverage, that's it, yet for his physical side he gets sacred sword, smart strike, megahorn, knock-off, and swords dance, so I decided to try and make him a bulky water like Milotic or Suicune, but hit from the physical side instead of special, he has recovery in Rest so it could work

Emboar really wants to be a bulky attacker, but its defenses leave much to be desired. Now it’s capable of taking more hits and hitting back hard. If there’s any suggestion for moves I’d say give it slack off but that’s about it

Bellossom doesn’t really need that much in terms of move pool or stats. Giving it some HP will help it take hits and a small speed boost to increase some slower Pokémon after a quiver dance boost, while retaining its niche as a bulky setter

Bouffalant doesn’t really have the stats to show it being a late game Pokémon. Plus it could still use more power and bulk. Its movepool isn’t bad so I wouldn’t give Bouffalant anything in that regard except maybe slack off for recovery but that’s it

Mainly gave it a speed and special attack boost to make it a more competent quiver dance sweeper, while keeping its BST fairly low. Also gave it hurricane because it could use a stronger flying move

No such thing as debuffs through gens and Pidgeot alone got +10 BST only.
Consider just +10 Atk and/or +10 Speed on Fearow.
Looks to skinny for Bulk Up but can fit Sword Dance and the cutting attacks, Shadow Claw and Sucker Punch also make no sense.
Want a real buff? Make Drill Peck a critical hit move.
