For instance, while on paper Ice seems to have good neutral coverage, you have to take into account the fact that it's resisted by the two best defensive types in the game (Water and Steel), which are omnipresent in the meta.
Now don't forget that the highest BP non-exclusive Ice Move is Blizzard, which is 110 BP at 70% accuracy. Your other options are Ice Beam, for 90 BP at 70% accuracy, or Icicle Crash, for 85 BP at 90% accuracy. Now compare this to some actually good offensive types.
Ground - Earthquake, 100 BP, 100% accuracy or Earth Power, 90 BP, 100% accuracy
Fighting - Close Combat, 120 BP, 100% accuracy or Focus Blast, 120 BP, 70% accuracy
Fire - Fire Blast, 110 BP, 85% accuracy or Flare Blitz, 120 BP, 100% accuracy
Also, consider the fact that Ice's physical movepool is even weaker than its special pool when the few decent Ice types like Kyurem, Mamoswine, and Weavile are all physically focused, whilst every special Ice type is total garbage.
