Wailord the Float Whale pokemon,
obviously inspired by a blimp. Several fans have done the math and confirmed that mathematical it should float well above sea level. They could explain this as way as an internally partioned blowhole functioning like the head of a sperm whale, drawing air or water in to traverse most heights and depths.

That's assuming that the physics of the planet Pokemon takes place on are the same as Earth's physics

Which they aren't; Masuda explicitly stated that they don't think of the Pokemon world as Earth, because that would limit what they could do with it, it's strictly a fantasy world
