It's meant to imply that he's multi-lingual and sometimes forgets what language he's supposed to be speaking.
If you notice, he speaks in a very strange and stilted manner in gen 4, but his speech flows normally in gen 6&7, because in gen 4 everyone is speaking the pokemon world's equivalent of japanese, which he's less fluent in.
