That's because they didn't want to redo his model for the rematch in the postgame where all the gym leaders will be decked out.

It's been canon since gen 1 that the leaders use set teams of weakish Pokemon anon, most of them are near Elite Four levels but use gimped teams because the concept of the gyms is to train up challengers as they rise up, which wouldn't be possible if the 1st one you fight is 6 level 50 Pokemon.

Given the 1st gym has a level 19 Pokemon and a 20(?) that can basically do something better than mega-evolve, yeah I think it's expected that you either have large story chunks that will level you or need to grind a little.
