I think Milo was designed by the same guy who designed the Aether Foundation (Takegarou). The lineart, the alternating soft and hard shading, and the eyes remind me of him. Plus Sun and Moon had a bunch of different artists drawing official art for the characters they designed. Also his art looks better than the other characters' official art.
