1) Generally when you're giving press conferences or any talk to a larger audience, it's best to talk slowly as it makes you much easier to understand. It also makes things easier to dub for international audiences.
2) He probably doesn't have a lot of practice with elocution and he may just not be a confident public speaker. It's not like his day job would require excessive public speaking either. People generally take what newsreaders do for granted.
3) He would be spending the majority of his life speaking Japanese by this point. Even though he is a native Brit, people's mothertongue can get rusty if they don't regularly speak it.
