The little monolith thing with the red light is surrounded by stone-henge-esque monoliths (probably with runes on).
The gyms also seem to have these stones scattered around (with runes on)
So i believe Dynamaxing can only be done near these stones and runes, and it is a magical power tied with the legendaries and ancient culture.
Perhaps the giant cyclops on the hill is dynamaxed?
Maybe Merlin did it?
Maybe it has something to do with Druids, or even the ultimate weapon AZ fired?
