I think he worked for a company under Nintendo and they just hired him to make a couple of pokemon for Gamefreak. I guess they really liked how he designed things since they made him art director.

Wrong. He was part of the team at genius sonority and he joined GameFreak when they absorbed GS after Gale of Darkness game out. He was the one who desiged XD-001 Shadow Lugia. Then for gen 5 and 8 they decided to let him design shit since "he's a westener he can work of these western games", they literally call him "The Englishman" most of the time.

He's cool. People haven't noticed that his talent lies in the edgy and overdesigned, like pic related and Corviknight. He sucks when he tries to do anything else (nothing wrong with that). Just don't trust him to create good designs for things that are supposed to be regal and mystical (Pokemon legendaries) because there's no possible way his Western comic-book reading ass could pull that off.

tl;dr
If the Sword and Shield legendaries were one-off Gen 8 mons like Corviknight, people would be drooling over those as well. But the "legendary pokemon" title carries an expectation, and people got rightfully upset when they ended up being two edgy af dogs.

He's hit or miss but obviously puts a lot of thought in his designs, some of which go over one's head to the point of being retarded. Sugi mentioned in Gen 5 interview that Turner makes pages of notes explaining his concepts behind them.
