How does a company with billions of dollars and many skilled artists manage to have worse legendary designs than fakemon artists? Are there people to oversee the quality of designs?

It's realistically practical, but at least it can be animated without looking silly.

The Muskedeers are supposed to use their horns like swords, but there's a reason why the anime and manga went with them sprouting laser swords from their foreheads; it's a lot easier and less goofy-looking than them trying to slice stuff with their horns. Horns are made for stabbing, not slicing.
