The first 3 are obviously the red city, the grass town and the water town.
For that to be the fourth gym you'd have to find no gym in the dragon fortress (which makes sense since it seems like it could be a "come back when you got all the other badges" thing) AND you skip the gym in the Ground city which seems really unlikely.
I don't even think the ground gym would be the fourth. There's a drawbridge going to the ground city from the dragon fortress, but nothing blocking the way to the snow city from the dragon fortress.
Most likely, that drawbridge will be up and blocking you from the ground city when you first reach the dragon fortress, making you have to go right to the snow city with the Dark gym being 4th. Then you swing back down and around to the ground city for that gym, then the Fairy gym there would be 6th.
