No, not even the slightest. Groudon doesn't rely on a shitload of frills and jewelry to showcase its simple "Land diety" concept.
All Groudon did was be red to imply fire (i.e magma) + power, and have a dinosaur appearance to make it seem ancient and even more powerful, even bringing to mind the stereotypical volcanic action during the Triassic and Jurassic periods.
Similar thing with the Creation trio; they're meant to be extraterrestrial and inorganic since they control the flow of time, space and matter, so they have a bio-mechanical appearance unlike any other pokemon we have seen before.
Given Zacian's concept as a sword-wielding canine (with ties to Romulus and Remus), a Great Wolf Sif design was to be expected, but GF/Creatures Inc went too far with the tacky manes and frills to imply regality. Comboed with its bright primary colors, it looks like it was made to sell toys to kids more than it was to be a meaningful diety in its respective region. And honestly, that's the problem with a lot of Gen 6+ pokemon.
