In the first episodes of Rurouni Kenshin, the badguy of the week - well, one of them - is depicted as having a similar height discrepency as Surge there does with every other character shown on screen (being a chest, shoulder, and head taller)
But his official height given puts him at about 6'4 and Kenshin's own official height is just a foot shorter than the seeming three foot difference the show portrays.
Mind you it's not even perspective tricks, several shots show the Kenshin having jumped over the dude and Kenshin still comes off as small.
