I read Nabil lists "noble" as origin and Tarak is a version of Tarik because my guess would be Tarak backwards is Karat and refers to the crown and champion title.

El Nabil is just a parfum maison, I see no flower inspiration at all, searching for Tarak and flowers it gives some flower ship in India.
At least makes sense since the names are not French and the results are from brown populated countries.

Tarak (FR) comes from taraxacum, the dandelion genus.
