People conveniently forget that johto hates its own Pokemon, it's gym leaders barely even use them. And johto's unique Pokemon are sparse within its region, hell some of them aren't even in johto. Not to mention the pool of Pokemon available to you is tiny until you get to Ecruteak, and even then out does get much better.
