Brock's Onix doesn't even know any rock moves in Gen 1. Giving it low attack makes it universally easier

The issue is that Double Kick is only early in Yellow. Nidorans get it at like 42 in RB.

It’s Brock’s first Pokemon, and yet it is about as bulky, evolves in Gen 1, and has way higher attack.
