I'll give you a hint, it sure as hell wasn't the Normal faggot. Mallow, Lana and Kiawe were the first trial Captains we were introduced. Ilima, the actual first trial captain in the games, wasn't shown till October, a month before the game came out.
They specifically said Milo was "one of" the gym leaders, not the first. And him having a boss pokemon at level 19 makes him seem much more likely to be the second leader.
UNLESS there's some shenanigans and we don't fight our first gym until like a few hours into the game unlike all the past ones. If they force us to go through tutorial Ireland, then make it through the Wild Area, then go through the red city without being able to do the gym, then go to the grass city, then finally get our first gym, then him having his pokemon near level 20 would make sense.
But that's a very long period to go to get to the first gym.
