I feel like it'd be interesting if they did a generation where they didn't reveal the Starters at all aside from maybe silhouettes in the final trailer and only revealed the Box Legendaries towards the release date. Have the focus instead be put on the more regular Pokemon, the ones that players are actually going to have to pick when going through their journey.
Here's the thing though, you could actually make a decently sized dex if you simply give 3-4 Evolutionary Lines for each of the 18 Types. Not counting Dual-Typing here, just solely focusing on a line for each type, the average number of Pokemon in an Evolutionary line is ~1.94 so each type would be guaranteed at least 6 (it averages ~6.77 per Type) New Pokemon, although probably more given Dual-Types. However here's the catch, this wouldn't count any of the obligatory Pokemon that Dexes have;
- Starters (9 Pokemon)
- Bird, Bug, Rodent (~8 Pokemon)
- Pseudo-Legendary (3 Pokemon)
- Box Legendaries (3 Pokemon)
- Additional Legendaries/Mythicals (~7 Pokemon)
- Pika-Clone (1 Pokemon)
- Fossils (4 Pokemon)
That would give you an additional 35 Pokemon with the 122 you'd get from the evolutionary lines based around the types that gives you 157 Pokemon. Now if you only show off 1 Evolutionary Line for each Type that means at most you'd be showing off ~35 Pokemon, only 23% of that Dex. That leaves a huge chunk of the dex including several Pokemon that the player usually has no say in whether they get that Pokemon or not being completely sidelined instead to show off the new Pokemon of that generation that would actually matter.
