Would a move that can revive a fainted Pokémon be overpowered?
What would the cost/prerequisites for that move have to be for it to be balanced?

Healing Wish should be buffed to do that.

charge turn, target pokemon has 2/3rds max hp for rest of the battle (permanent chunk missing, red hp is the thing I've seen in the ui for other rpgs to denote lowered max health in the menu), like 2 pp, can't be pp up'd.
