The aqueduct to the left connects the two mountains together so we will most likely be traveling through there. That’s why the steam city’s structure stretches off to the leftmost mountain where the aqueduct connects to. And then you reach the town with the Grass gym after walking from there.
It makes sense. Just look at the screenshots, if we were able to access the Wild Area from the hump, the player’s Pokémon would be way higher leveled. But that’s not the case. In fact, the player’s Pokémon are pretty underleveled compared to Milo’s Endegoss.
Also, steam city looks like it’ll be one of the major cities. The main hub like Lumiose, Hau’oli, Mauville, etc. Don’t think the first Gym will take place there.
