It's not too bad evolutionwise in BW2. You get it on the way to the 7th gym and it should evolve not too long after Drayden. Once it evolves you've got it for a significant portion of the lategame and it's really good.

I finally got to use one in Ultra Sun, and it was fun as fuck. I feel like it's only fun in Gens without HMs though so you don't have to waste slots on Surf/Waterfall. I hate using HM slaves so I always end up doing that shit.
