Yeah, Game Freak have never been great at developing optimised high-end games.

I think part of why the Wild area looks quite low-detail is because the Pokémon models are quite high though.

Most don't but the safe thing is to wear one. If the wind takes you the wrong way you could easily end up crashing into shallows/rocks/other surfers. Even just a fall from the board could lead to you banging your head off of the board, not a great place to go unconscious.
