Probably. The linework and shading is way more detailed than most Pokemon from the past few gens. But like others have said, the shapes used are very nu-gen. So it's like a weird combination of styles.

The only thing gen 1 about it are the minor details in the artwork. Design-wise it much more closely belongs to gen 3, with its vibrant clashing colors and simplistic face.

You do know that the "shellfish" pokemon is not only a shellfish, but it is a poor Japanese translation as with many of the old pokemon names, moves, and categories? That's probably either completely wrong, or it just doesn't translate well enough to English.
