Gen 6 actually didn't have the starter evos leak separately. They leaked only 10 days before the games came out along with the rest of the game via someone getting the game early.
Gen 7 starter evos leaked June 4th of the year the games came out. So really it would be around now. But I doubt we'll get another leak like that.
