It's forced artificial change for the sake of change.
They want to give an illusion of innovation that to shiny new shit without improving what really matters (interactions with pokemon and the environment outside of battle).
The fact the keep creating a new useless battle gimmick while leaving the former one behind makes everything feel shallow and reminds us it's a soulless video game franchise rather than a coherent fictitious universe.
Megas were needed, but they could have been fine if they had sticked with them only and kept expanding on it with each new gens.
But now they'll keep inventing new shallow trash for each new gen...
