Platinum fixed their issues and also planted Steelix on the ground. If you see their sprites in a battle side-by-side, Platinum's Steelix lacks the shadow, indicating that they've corrected the "floating".

Yes, and Steelix still isn't the sun. Heating a magnetic piece of metal (such as a metallic magnetic snake-like object) will cause it to lose it's magnetism.

If you disagree, cite where Steelix's magnetic properties are mentioned in the pokedex.

The reason they did it in Stadium 2 was probably to show off all of it's spinning parts in a way that didn't require meticulously positioning it on the ground. The reason they kept it was because the console games loved copypasting assets from previous console games.

Just flick through some gifs of the anime and it can lean forward with just the tip of it's tail or a spike touching the ground

Because it was actually planted on the ground like every other sprite in the series it had. If they were just slightly adjusting it, then they would've kept it floating since it's jaw is just open. But instead they moved it down and removed the shadow, indicating that it floating wasn't something they cared to keep.

Or that it's body happens to have a very dense part near the tail that makes it easier to balance there. After all, Steelix's main Steel attack used to be Iron Tail.

Point being, speculating why it can balance that way is one thing. Assuming it to be a certain way and then using that as a launching point to assume it can do something else because of that is another.
