people make concessions to the fishmons floating because restricting them from gameplay based on mobility would cuck a lot of them out of being usable
however, steelix being planted on its ass in every mainline game (exception noted to dp) except for gen 8's overworld is strange, especially since it's a digging snake thing
it gives off the impression that gamefreak is lazy
