I think the fingers become the spikes to aid in predation.

He gains 3 big spikes for those 3 fingers in the top of the wings then add 2 on the side.

You're misinterpreting the use of the word "some". In its use there it's saying "some" as simply a way to refer to multiple of a thing, not as a way to refer to only a partial amount of a full set. The use of "some dormant genes" there could refer to all of the dormant genes it had and still be a correct statement.
