Take Ferrothorn for example. It is not a Mega, Legendary, Ultra Beast, Mythical, and has sub 500 BST. Despite all that, Ferrothorn is 100% the definitive spikes user in its debut Generation, and is only challenged by Greninja in OU at least for the best spiker. Before in Gen 4, nearly every spiker had some niche and match-up dependance that allowed for several spikers to be in OU on several different teams. Now it’s “lmao just use Ferrothorn or Greninja” and maybe Skarmory if you are running stall.
And while it’s true that many legendaries are the definitive user of what ever set they run, most are far from it. If anything, its usually regular Pokemon with amazing stats, typing, and abilities that create powercreep.
