GF said they weren't quite satisfied with how mega evolution was restricted to only a few pokémon, and that's why how they came up with z-moves, something that everyone can use. But I bet it was just laziness: they realized that they'd have to come up with new designs for dozens of old mons every game, so they decided to just drop the mechanic entirely and replace it with special move animations and enlarged models.
