Champions and Elite Four in the anime have pretty strong plot armour, chances are Tobias's Pokémon are equivalent to about level 60 while Cynthia's Garchomp is level 100. Even if Darkrai and Latios should beat Garchomp, it's not going to happen with that disparity in strength.

Only times I can think of Champions or E4 losing was against legendaries or when they weren't using their own teams.

So imagine what Cynthia's Garchomp is capable of. Fully evolved, stats on par with Darkrai in the games and in the hands of a trainer far beyond Ash's skill level.

Champion League is the league of champion where all the trainer who won the regional league conference compete to challenge the E4 and current Champion to become the Champion Master.

Basically Ash has to win the regional conference to end the Champion League of that region and challenge the E4 member.

The "Champion League" is literally just what they call battling the Elite Four in the anime. A lot of people think it's some kind of intermediate level tournament for people who win normal leagues or something.

One time I want to see Ash win a tournament only to get stomped by the E4 afterwards. I think the way it works is you have to win a tournament in order to be eligible to have official E4 battles. And then if you beat the E4 you face the Champion.

The anime version of how the pokemon league works just makes the the gym leader phase a standard process that anyone and everyone can go through, basically like getting all 8 badges means your just signing up to actually begin to participate in the league. So stopping after just earning the right to face the elite four makes no sense.

It's terrible that the anime keeps wronging Ash and leaving out the second half of what Shudo intended, but "Tobias lost to Cynthia" is just a lie made from sour grapes.
