Well, I was kinda right, but this anon >>38872965
brought up a good point. I don't know, I think when they made Roost they kept an obligation to themselves to purposefully make flying Pokemon have secondary types. Before Roost is kinda a mystery.

Roost has always worked on pure flying types. It has nothing to do with anything.
