Japan has a very large and confusing crossover in what is "cute" and what is "sexy".
It's socially acceptable for grown men to enjoy looking at "cute" girls as long as they don't openly admit to finding it sexually attractive.
Things that would typically be considered sexy to us, such as revealing clothes and effeminate proportions can be described as cute by them and it's considered acceptable to enjoy it.
