Not really. Many of Gen 1 and Gen 2 are just in as filler. Dewgong line, Seaking line, Diglett line. Everyone had mixed jobs in development so they were just designing monsters for the different terrains they were setting up.

You're close, but off the mark. Back in gen 1 when they needed a fox Pokemon, they'd make pic related then later try to make sense of the design as official artwork. It lead to the official artwork having a lot more leeway with the design since they didn't give a damn if it matched the sprite. Later gens tried to keep things more consistent.
