It's the same that happens with Zekrom, Reshiram, Solgaleo and Lunala, they all want to join your team but also test your strength so they battle and have a high catch ratio. They even changed Rayquaza catch rate in ORAS because in this new story he wants to join you too so its former ratio of 5 is changed to 45 too (while Groudon and Kyogre were changed to 3 to indicate they DON'T want to be with you and aren't supposed to be used by the player). Then you have Necrozma who goes from a rate of 3 too because he just wants light and be left alone (SM) to know you can allow him to reach its light form (Ultra-Necrozma in USUM) so it changes to 255 and literally any ball you throw at it catches it
