Hitmonchan could use more HP or to have some of his special defense moved to his speed so he can fill the role of a bruiser/sweeper better.
Same with Hitmonlee though he's significantly better with unburden fixing his speed.
Overall they are semi-usable if you really want to use them but they will probably always be outclassed by better fighting types which is the problem with most low tier pokemon.
