Great idea! They function as strong enemies hard to beat and impossible to catch till you have some "experience". This way you can encounter strong pokemon in every area without letting you catch a pure monster before the first gym

You probably can't do it since it's a level 20 non evolved pokemon vs an evolved monster probably with good IVs and maybe even the hidden ability or strange moves

OP may be right, though. When you are strong enough to catch them, they'll probably still be marked as the "Strong mon of the area". Might be a way to get hi-IVs, eggmoves or HA.
