They follow the in-game in terms of legality, so if older Pokemon aren't accessible in-game, they won't be in S/S OU and down.

standard smogon metagames use the whatever is on the cartridge. If youre bro isn't on the cartridge, it won't be in SwSh OU

I am sure everyone knows the feeling of boredom.

I bred one pokemon in XY and tranferred my pokegenned pokemon from BW and then pkhexed

That one breeding session has made me never want to breed again shit mechanic.

I guess, but we wouldn't be able to give any cut Pokemon anything new. They wouldn't get any new moves, abilities or even potential stat buffs. They'd literally by a generation behind. I can see it being an unofficial metagame or maybe a pet mod where people mod in the new Pokemon with updated movepools and whatnot, but it wouldn't really be the same nor as widely played.
