The difference is at least in SM/USUM, even if your bro wasn't in the regional dex, they were still able to be in the game, on your teams, etc.

This one just won't simply allow any mon not in the Galar dex.

This isn't a case of "not all Pokémon are in the regional dex". This isn't even a case of "you can transfer them later". You literally, positively, cannot catch them all in one single game. You cannot transfer Pokémon not in the Pokédex from previous games at no point whatsoever. Besides RS this is the first time this ever happens.

The difference is that they promised this would change and that's what eventually happened. However they outright said this time over this is how the new games will work from now on: you cannot get Pokémon not in each respective Pokédex period.

Not being able to transfer from GSC to RS was a heavy blow that played a huge part in killing pokemania. Now imagine instead of 8 years gone you lose nearly 17, futher more you have to consider breeders, shiny hunters, and completionist, or someone who has a pokemon of some value(i.e last thing a friend gave them before moving as a child)

It's even worse than gen 3 because despite being cut off from previous generations, you could get all the Pokemon by the end of the generation. This will not be the case and probably never will be again. These games are now like fight games like Smash or Naruto with a revolving cast.

Pokemon Home comes out several months after the game does for this exact reason. Except they (Masuda?) explicitly said that you won’t be able to transfer non Galar-region Pokémon even when it’s out. So no, it’s not happening.

Not if they're not in the regional dex. Say Excadrill isn't available in Galar, but is for the next game; yet Weavile, being available in Galar, suddenly isn't available next game as a result of rotating mons in and out.

That's the issue. This is going to divvy up everybody's various teams, so some teams will get to go one place, and the rest are stuck not.

Sounds like you didn't comprehend what Masuda said. They're working on the expressions of each Pokemon and also removing some for game balance. Pokemon games come out yearly at the cost of limited content, this is the way things are.

I would hope that doesn't happen. I think this is more like ORAS and USUM where they just add in the new mons in the later games and they don't have backward compatibility. Mega Pidgeot and Blacephalon, ya know.
