They add them later into the gen when another game comes out, so you'll buy it full price.

Pokémon HOME only allows transfer Pokemon in the Galar dex. This implies that those not included in Galar have no data inside the games. So if you try to bring them over they won't register with the game and will be rejected.

This isn't like Gen 7 where you're able to tranfer them over but they won't register. They explicitly state those inside in the Galar dex can come over.
