It wouldn't actually be that hard. Literally just look at the Smogon tier lists, read the articles on why a Pokemon is weak, and go from there.
And that's assuming they don't already recognize what's wrong with certain Pokemon. I find it hard to believe anyone at Game Freak thinks Sunflora, Magcargo, Parasect, Mothim, Bastiodon, Magmortar, and etc are balanced and viable.
