So are previous starters outside of Kanto's gonna be in or not? I feel a strong case can be made for both sides.

Charizard, Blaziken, Greninja, and Incineroar are all fairly safe. The ones of their gen are likely somewhat safe as well, I don't see them bringing only one member of the starters but not the rest, though it is possible.

The ones most at risk are the Gen 2, 4, and 5 starters.

I think all the starters will, in terms of usage in a generation they're always at the top, most people don't box their starters and from gamefreak's perspective they probably want to keep any pokemon with an extremely high usage, which the starters consistently rank among.

He always had them according to his 3D model, and his amiibo even shows him standing on his toes. Heck, keep the fingers bent, but next to each other like in OP's pic, for a rough facsimile of paws and extend the heels upwards to vaguely look digitigrade. Gonna laugh if they just make his hands and feet way more cat-like from now on.

Before Decidueye, the last good Grass starter was Meganium. There hasn't been a good fire starter since Charizard. Hasn't been a good wataer starter since Swampert
