Why cant GF afford to expand its development team or outsource more? Some studios have 5x or more the amount of members. What are realistic reasons?

Greed? Worried of being up shown? Not trusting them? Not being able to admit Pokemon is all they have? Harder to direct on the larger scale? The games are only getting bigger and need more resources, and the crunch times are only tightening. What do you think?
