Z-moves were not why Rain was so damn strong in previous seasons. Ludicolo was run without Z-stone often even in VGC'19 sun season where Scarf Kyogre was everywhere.

Of course rain was always strong but it was never unbalanced before Z moves. Rain boosted Hydro Vortex is way too easy to get OHKOs with.

Second: in the new Pokémon pool they probably created a certain balance

In regards to singles I can already see an extremely strong stall team forming.
They've shown Clefable, Hippowdown, Quagsire, Jellicent, Mantine, Avalugg, and Corviknight acting as a ghetto Skarmory.
All these guys are OU viable walls in gen 6/7 and they'll be even stronger now with the meta being much less powerful overall.
Stall teams also love running trapping support and they've already shown Weavile and Tyranitar.
There's also Wobbuffet and Dugtrio too, but their abilities are unlikely to be unbanned.
